With these policies, Washington can help Ukraine manage its internal
frictions and relationship with Russia. The policies will reduce the
prospect of a broadening internal cleavage or a Kiev-Moscow clash that
would, at minimum, set back U.S. hopes for Ukraine’s future development
and, in the extreme, pull Washington into a major Ukraine crisis.
Given the tensions within Ukraine in 2009, the Obama administration
should devote an early review to these and other measures to help
Ukraine avoid a major internal crisis or clash with Moscow.
