We can come at 17-30 by the way. If somebody also can come earlier we can start to "warm up".

I know. These laws are came from precedents.

Kind of. Some stupid/funny laws coming from stupid/funny/crazy people, who did something really annoying. But since it was "not against the law", nobody can't stop them from doing that. For example, I heard story about one bum (homeless, "bomzh" ) , who set up his temporary habitat (wagon or tent) in downtown of small city,
attached to it power generator, and internet for his blog )) and it was quite unpleasant "sightseeing" for citizens.
I think, they invented law, like "Not permitted to maintain standalone blogs by homeless people in the city center"
